Eien no 831 revolves around Suzushirou, a Tokyo-based newspaper scholarship student, who possesses the ability to stop time around him, a power he's had since a traumatic event in his past. He meets Nazuna, a girl with a similar condition, who is also being manipulated by her brother Seri for illicit purposes. Suzushirou's instincts prompt him to ask Nazuna to flee with him, and their relationship becomes a crucial factor in resolving their time manipulation abilities.
