As a result, Japan withdrew from international politics and adopted a policy of high-tech isolation, limiting its interactions to trade. A decade later, the American agency SWORD suspects Japan of continuing to develop banned technologies through the RACE network, prompting a special unit to infiltrate the country and gather intelligence.
